Specialization. TRIGGER when starting a new substantive task (ticket, feature, multi-file change, architectural decision) — even before any plan step exists; the planner IS the mechanism for creating the first plan. Also trigger when refining or extending an existing plan. Invoke **inline** via the `Skill` tool for short plan refinement or when the manager has the relevant context loaded; **spawn** as a separate `claude -p` process (see CLAUDE.md § Spawning specialists) for larger or multi-stage plans.
