Generate a consistent, comprehensive set of onboarding documents for any GitHub repository — README, CONTRIBUTING, CODE_OF_CONDUCT, SECURITY, LICENSE, and a multi-page docs/wiki — and cut versioned releases for it: a semver decision, a CHANGELOG entry, an annotated git tag, and a published GitHub release. Load this whenever the user wants to document a repo, write or substantially improve a README or a contributing/security/code-of-conduct/license file, build a project wiki or docs, onboard newcomers, set the repository's own GitHub description or topics, or "make this repo understandable" — even when they name only one of these files or describe the goal without naming a file. Also load it whenever the user wants to release, tag, version, or ship the repository — "cut v1.2.0", "release this", "bump the version", "write release notes", "update the CHANGELOG" — the release track runs standalone and never requires the documentation track first.
