Continuous mandate enforcement for AI agents: every proposed action is checked against a signed mandate BEFORE it happens, not once at signing. Six rules in fixed order - amount, payee, audience, currency, validity window, intent - so a refusal names the most important reason. Deny-by-default, with an append-only ledger and a tamper-evident chain fingerprint. Stops an agent from overspending, paying the wrong recipient, or acting after the mandate expired.
